VNeID social security account: How Social Insurance and unemployment benefits will be paid from 2027

22/10/2026

A VNeID social security account is the channel Vietnam will use to pay Social Insurance and unemployment benefits from 2027: an identity record on the national VNeID app, linked to one payment account in the recipient’s own name. For employers, the change is not about who pays. It is about whether employee data on file matches the national identity database closely enough for the money to arrive.

Key takeaways

  • Decree 320/2026/ND-CP (signed 13 August 2026, in force 28 September 2026) adds the social security benefit account to Decree 69/2024/ND-CP on electronic identification.
  • Each person can link only one of three options: a payment account, an e-wallet or a mobile money account. It must be in the recipient’s own name and match their electronic identity data.
  • Plan 4146/KH-BHXH, dated 14 October 2026, prepares the system in October to December 2026 and moves Social Insurance and unemployment benefits onto the account from 2027.
  • Benefit conditions and amounts do not change. People without the account, and without a written authorization, are still paid by other methods.
  • No specific guidance yet covers foreign employees and the account. Unemployment insurance itself applies to Vietnamese citizens only.

What is a VNeID social security account?

A VNeID social security account (in Vietnamese, tài khoản hưởng an sinh xã hội) is identity information stored on the VNeID app. It lets the identity holder link a payment account, an e-wallet or a mobile money account so that pensions, allowances and other social security payments can be sent there.

It is not a new bank account, and VNeID does not hold money. The Vietnam Social Security agency describes VNeID as the identity platform only. The cash still lands in the bank or wallet the person has linked.

What is new is how the paying agency confirms it is paying the right person. Instead of relying on an account number typed on a claim form, the payment is tied to a verified digital identity. That is the point of the “own-name” rule reported by Lao Dong and other outlets this month.

The legal basis: Decree 320/2026

The account was created by Decree 320/2026/ND-CP, which amends Decree 69/2024/ND-CP on electronic identification and authentication. Decree 320/2026 was signed on 13 August 2026 and took effect on 28 September 2026.

According to the Government News portal, the operating rules sit in clause 9, Article 9 of Decree 69/2024 as amended by Article 5 of Decree 320/2026. State agencies can transfer pensions, allowances and other state-funded payments to the account.

Three rules HR should be able to explain

  • One person, one linked account: Each individual may integrate only one of the three types: payment account, e-wallet or mobile money account.
  • Own name, matching data: The linked account must belong to the recipient and its details must match the electronic identity record.
  • Not compulsory yet: A recipient who has not created the account and has no written authorization for someone else to receive the money is still paid by other methods under current rules.

The own-name rule is not entirely new. Social Insurance agencies already encourage pensioners to receive payments into personal accounts, and paying into another person’s account has required an authorization. The difference now is that the check is done against the national identity database rather than a paper form.

What does Plan 4146 change, and when?

Plan 4146/KH-BHXH, issued by Vietnam Social Security on 14 October 2026, moves the payment of Social Insurance and unemployment benefits onto the VNeID social security account from 2027. October to December 2026 is reserved for guidance, data cleaning and system connection.

PeriodWhat Vietnam Social Security plans to doWhat it means for employers
October 2026Draft guidance on identifying and using the account; review and standardize beneficiary data; agree data connection with the Ministry of Public Security (C06)Possible requests to reconcile employee identity data
November to December 2026Issue implementing guidance; finish connecting Social Security software with the identity system; support recipientsTime to brief employees who will retire or leave in 2027
From 2027Pay benefits through the account; communication, inspection and reviewBenefit questions from former staff shift to VNeID

Plan 4146 also asks for further study of payments into e-wallets and mobile money accounts, depending on how quickly providers can connect. Recipients who cannot yet use the account will continue to be paid by another suitable method, so no one should lose a payment during the switch.

Our reading of Plan 4146 comes from Vietnamese press reports, as the full text has not yet been posted on the Social Security portal. Provincial schedules will follow the implementing guidance due by the end of 2026, so employers do not need to rewrite internal procedures today.

Which payments will move to the VNeID social security account?

Plan 4146 covers Social Insurance benefits and unemployment benefits that Vietnam Social Security pays directly to recipients. For employers, the payments that matter most are those triggered when someone leaves: unemployment benefits, the one-time Social Insurance withdrawal and, later, the pension.

Sickness and maternity for current staffUsually claimed through the employer todayEmployer files the claim; reports on Plan 4146 do not mention a change to this route

Unemployment benefits

Unemployment benefits are where HR is most directly involved, because every claim starts with documents the employer issues. Under the Law on Employment 2025 (No. 74/2025/QH15), in force since 1 January 2026, eligibility and benefit levels stay as they are. Only the payment channel changes in 2027.

If the former employee’s name, date of birth or personal identification number on the Social Insurance record differs from their citizen ID, the payment step is where it will surface. The person will call the HR team of their last employer first.

Sickness and maternity claims

For employees still on the payroll, sickness and maternity claims are normally filed by the employer, and the benefit reaches the employee through the employer. None of the reports on Plan 4146 mention a change to that route. Treat it as unchanged until the implementing guidance says otherwise.

The same data rule still applies, though. Since 1 September 2026, Vietnam Social Security has been replacing Social Insurance codes with personal identification numbers across its systems. A maternity claim with a mismatched ID is likely to be returned whichever channel pays it.

What should HR do before 2027?

Start with data, not announcements. The VNeID social security account only works when the employee’s Social Insurance record matches the national identity record: full name with correct diacritics, date of birth, and the 12-digit personal identification number.

A practical order of work for the last quarter of 2026:

  1. Reconcile everyone currently enrolled in Social Insurance against their citizen ID. Flag old 9-digit ID numbers, missing diacritics in names and wrong dates of birth, and correct them now.
  2. Prioritize employees due to retire in 2027 and anyone with a planned exit date, since they will meet the new channel first.
  3. Add one paragraph to the exit pack: from 2027, unemployment benefits and the one-time withdrawal will be paid through the VNeID social security account, so the employee should activate a level 2 VNeID account and link a bank account in their own name.
  4. Flag foreign employees for separate handling (see the next section).
  5. Name one person in HR to track the implementing guidance from Vietnam Social Security in November and December 2026, and update the exit procedure when it is issued.

There is no need for a company-wide announcement yet. Without the implementing guidance, an early announcement tends to create more questions than it answers.

How employees register on VNeID

HR does not register on the employee’s behalf, but it helps to know the steps. Based on guidance published by the Ha Tinh provincial portal, a level 2 VNeID account is only the starting point:

  1. Log in to VNeID with a level 2 electronic identity account.
  2. Open the social security section and choose the social security benefit account.
  3. Verify with the 6-digit passcode, fingerprint or face.
  4. Select the bank, enter an account number in the employee’s own name and consent to data sharing.
  5. Submit and wait for the result in the app. If rejected, check the registration history and register again.

Screens can change between app versions, so treat these steps as a guide rather than a script.

Can foreign employees use a VNeID social security account?

There is no specific guidance yet, so employers should not plan around it. Decree 320/2026 confirms that foreigners who enter or reside in Vietnam lawfully can be issued an electronic identity account. Official sources do not yet say whether they can create the social security benefit account itself.

Two points are clear today. First, unemployment insurance does not cover foreign employees: under the Law on Employment 2025 it applies to Vietnamese citizens, and employers instead pay foreign staff an amount equal to the 1% contribution, as explained in our guide to unemployment insurance for foreign workers. So foreign staff have no unemployment benefits to receive through the account.

Second, Plan 4146 keeps other payment methods for anyone who cannot use the account. A foreign employee’s one-time Social Insurance withdrawal should therefore continue through the current channel until guidance says otherwise. The steps are covered in our one-time Social Insurance claim guide for foreigners.

Our advice to FDI employers: do not let a foreign employee wait for the new channel. Close the Social Insurance book and prepare the claim documents before the exit date, using the checklist in exit procedures for foreign employees in Vietnam and the list of documents needed to withdraw Social Insurance.

Do benefit amounts or conditions change?

No. Decree 320/2026 and Plan 4146 change how benefits are paid, not who qualifies or how much they receive. Contribution rules for foreign staff are unchanged as well, as set out in our guide to the Social Insurance contribution rate for foreigners.

The real risk is the 2027 transition, when some recipients are paid through the VNeID social security account and others through the old channel. Employers who clean their data now will spend less time explaining delays to former staff later.

How terra helps employers prepare Social Insurance data for 2027

The new channel only works when Social Insurance data matches the national identity record, and that data is maintained by the employer. Under terra Payroll, payroll and Social Insurance filings for each employee are kept in sync every month, so a pre-2027 data check is part of normal work rather than a separate project.

  • Reconcile the Social Insurance enrolment list against personal identification numbers, names and dates of birth, and list who needs updating.
  • File monthly increase, decrease and correction reports in the same cycle as payroll.
  • Prepare book-closing files when employees leave, including foreign employees before their exit date.
  • Track implementing guidance from Vietnam Social Security and update clients’ exit procedures when it is issued.

For foreign employees leaving Vietnam, our Social Insurance claim service handles the one-time withdrawal through the current channel.

terra reconciles payroll, Social Insurance and identification data for FDI employers before the Social Security agency does, so departing staff are paid without returned claims. See how terra Payroll manages Social Insurance filings

Conclusion

The VNeID social security account is a change on the Social Security side, but the preparation sits with employers. The last quarter of 2026 is the time to reconcile records before the new channel starts in 2027.
