HR Compliance Consulting in Vietnam
terra helps FDI companies identify, correct and prevent HR and payroll compliance issues in Vietnam. Backed by 20+ years of tax and regulatory experience, we work alongside your team to implement corrective actions and build documented processes for long-term compliance.
Most compliance problems are not caused by new laws. They come from processes that were never reviewed after the business changed.
What corporate headquarters often overlook in Vietnam
Many Vietnam subsidiaries still follow HR and payroll processes designed years ago. As regulations change and businesses grow, those processes often fall out of compliance without anyone noticing.
terra reviews your HR and payroll practices against the current Labor Code, Social Insurance and Personal Income Tax rules, then corrects the gaps, providing both assessment and implementation with 20+ years of experience across 250+ FDI clients.

HR & Payroll Compliance Assessment
What companies report after working with terra
Our PIT filings had been processed the same way since incorporation. terra's assessment found three allowance misclassifications we had no idea existed. The correction took eight weeks, and our next government audit found zero outstanding issues. That peace of mind alone was worth the engagement.

CFO · Japanese-invested electronics manufacturer, Vietnam
What I valued most was that terra did not hand us a list of problems and walk away. They implemented the corrections themselves, filed the Social Insurance adjustments, liaised with the authorities directly, and handed over clean documentation our team could actually use. Audit preparation that used to take days now takes a few hours.

FAQs
Engagement fees depend on company size, number of employees, and the complexity of gaps identified. Scope and pricing are confirmed in writing after Phase 1, the scoping call, before any paid work begins.
In our experience, the cost of a compliance engagement is typically a fraction of the penalties and back-payments that unresolved gaps can generate during a government inspection. We will tell you honestly during the scoping call whether the engagement makes financial sense for your situation.
For companies with under 100 employees and accessible records, the process usually takes 8 to 12 weeks. For larger organizations or more complex remediation requirements, we provide a custom timeline after our scoping discussion.
We focus on three core areas: Social Insurance contributions, Personal Income Tax, and Labor Code requirements. We tailor the specific scope to your company's needs during the initial consultation.
terra is ISO/IEC 27001:2022 certified, the international standard for information security management. All client data shared during an engagement is handled under a formal Non-Disclosure Agreement signed before any documents are transferred, and processed according to our certified security protocols.
We do not share client data with third parties and retain only what is operationally necessary for the scope of the engagement.
Yes. We specialize in the day-to-day implementation of HR and payroll compliance requirements. We can work alongside your internal audit team or external advisors to help execute recommended corrective actions without duplicating assessment efforts.
The process is designed to minimize disruption to your team. Phase 2 (Assessment) primarily requires document access: payroll records, employment contracts, and insurance filings you already have. Most clients commit four to six hours of HR team time across the entire assessment phase.
During Phase 4 (Implementation), we handle the authority liaison and filing work directly. Your team is kept informed at each milestone but is not required to manage the process.
It depends on your specific needs and business stage:
- If you have just completed an acquisition: Post-Merger HR Compliance is the priority. We focus on securing your inherited position and addressing legacy compliance risks before your first statutory filing under new ownership.
- If you are an established firm: HR & Payroll Compliance Assessment is the right fit. We verify whether your current operations meet the latest regulations and align with your global group standards.
We support the entire compliance process, from identifying gaps through implementing corrective actions and establishing documented compliance procedures. If you already have an assessment from I-GLOCAL or another advisor, we can move directly to implementation.
