How long does it take to withdraw Social Insurance in Vietnam?

24/09/2026

Updated September 2026. Asking how long it takes to withdraw Social Insurance in Vietnam gets two different answers because there are two different clocks. The law gives the Social Insurance office 7 working days once your file is complete (Article 79, Clause 3, Law on Social Insurance 2024). Getting the file to complete is what takes the other four to six weeks, and almost all of it happens before any office is involved. This guide from terra breaks the Social Insurance withdrawal timeline into its parts, shows what each filing route costs in time, and names the four steps you can actually compress. For who can claim and how much you receive, see terra’s guide to one-time Social Insurance for foreigners.

How long does it take to withdraw Social Insurance?

Four to six weeks from your last working day, if you are in Vietnam, your employer cooperates and your record is clean. Of that, 7 working days is the legal assessment and payment window under Article 79, Clause 3. Everything else is document preparation, and that is where the variance lives.

The number people quote at each other online, 7 days, is correct and misleading at the same time. It measures one stage. Reading it as the whole journey is why claimants schedule a flight for week three and then discover the book was never closed.

My position, and it cuts against how this subject is usually presented: the Social Insurance office is not the bottleneck and treating it as one leads people to chase the wrong party. In terra’s files the office has been the constraint in a small minority of cases. The employer, the record and the claimant’s own travel dates account for almost all of the rest.

How long a one-time Social Insurance withdrawal takes in Vietnam, week by week

Where the four to six weeks actually go

One duty sets the pace and most foreign employees have never heard of it. Under Article 48, Clause 3 of the Labor Code 2019, your employer has 14 working days from the end of the contract to complete the confirmation of your Social Insurance and unemployment insurance contribution period and return your documents. That window can be extended to no more than 30 days in defined cases such as a restructuring or the company ceasing operations.

That duty is the single most useful fact in this article, because it converts a vague request into a deadline you can cite. HR departments that treat book closure as a favour tend to respond differently when the request names the clause and the date it expires.

After that, the time splits into three unequal parts. Checking your own contribution record is hours. Fixing a broken record, most often two Social Insurance numbers that have to be merged, is weeks and runs before the claim rather than alongside it. Notarization and the certified translation is half a day. If you want the precise document list, see the guide to the documents required for a one-time claim.

The three filing routes and what each costs in time

Route choice changes the timeline more than anything else you control, and it is decided by where you will physically be, not by preference.

RouteWhat it requiresAdded timeWho it suits
In personYou, at the Social Insurance office or a public administration service centreNoneAnyone still in Vietnam
Through an authorized representativeA power of attorney certified in Vietnam before you leaveAn hour, if signed before departureAnyone leaving before the file completes
Same, but signed after you leaveCertification at a Vietnamese mission plus consular legalization4 to 8 weeksNobody by choice
OnlineNational Public Service Portal with a level-2 VNeID accountNone, if you already hold the accountFew foreign employees, because of the account requirement

Rows two and three are the same route separated by one signature and by roughly six weeks. That is the entire argument for planning the authorization early, and it is a stronger argument than anything about paperwork.

The one step with a six week price tag

An authorization certified in Vietnam takes an hour. The same document signed abroad takes four to eight weeks.

Nothing else in this process has that ratio. If there is any chance you will leave before the payment lands, sign it while you are still here, and make sure it covers filing, answering queries and receiving the money, not just collecting it.

Planning the filing date for a Social Insurance claim before leaving Vietnam

What the seven working days really covers

Seven working days runs from the date the Social Insurance office receives a complete file, not from the date you first walk in. A file missing a closed book, or carrying a name that does not match the record, has not started the clock. It is sitting in front of an officer who cannot begin.

The distinction matters because it decides who you should be chasing at week three. If you have a receipt confirming a complete submission, the office is inside its deadline and following up daily changes nothing. If you do not have that receipt, the delay is upstream and the office is not the party to call.

The procedure behind that deadline was amended this year: Decision No. 313/QD-BHXH, issued 27 March 2026 and applied from 1 April 2026, amended the process set by Decision No. 2222/QD-BHXH and replaced Form 14-HSB. Filing on the superseded form is a returned file, which resets you to the start of the preparation stage rather than the assessment stage.

Which steps can you compress?

Four of them, and together they are worth two to three weeks. Everything else on the list is fixed by law or by another party’s queue.

  1. Read your contribution record before your last working day. Every problem this article describes is visible there first. Finding a second Social Insurance number in month one costs days. Finding it at the counter in month two costs weeks.
  2. Put the 14 working day duty in writing to HR on your last day. Not a request, a reference to Article 48, Clause 3 with the date it expires.
  3. Sign the authorization before you fly, even if you expect to finish in person. It costs an hour and it is the only insurance against a change of plan.
  4. Do the notarization and translation while you wait for the book. These two stages do not depend on each other and running them in sequence is the most common self-inflicted delay.

What you cannot compress: the 7 working day assessment, consular legalization if you have already gone, a Social Insurance number merge, and an employer who has ceased to exist. For that last one, see claiming when your former employer has closed.

Following up a one-time Social Insurance file with the office in Vietnam

What makes a file take months instead of weeks

Three causes account for nearly every multi-month case, and none of them is processing speed.

CauseWhat it addsCan you avoid it
You left before the authorization was signed4 to 8 weeksYes, entirely, with one hour before departure
The employer never closed the book2 weeks to several monthsPartly, by citing the deadline early and in writing
Two Social Insurance numbers, or a lost book3 to 8 weeksYes, by reading the record early
Employer dissolved, bankrupt or in arrears2 to 4 monthsNo, but the confirmed period can still be claimed now

The pattern across all four is the same. The expensive delays are decided in the first fortnight after your contract ends, and they are almost all decided by information you could have had on day one.

A realistic Social Insurance withdrawal timeline you can plan against

Work backwards from the payment rather than forwards from your resignation, because the constraint is your departure date and not your notice period. If you will be in Vietnam throughout, allow six weeks and expect five. If you are flying within a month, the authorization moves to the top of the list and everything else can follow you abroad.

A worked example, using dates so the arithmetic is visible. An engineer’s contract ends on Friday 30 October. Her flight is 15 December, so she has six weeks in the country after her last working day.

WhenWhat happensWhy that date
30 OctoberLast working day. She emails HR the same afternoon, citing the 14 working day duty and naming the expiry dateThe clock on the employer starts today, not when she chases
Early NovemberShe pulls her contribution record and finds one Social Insurance number and no gapsThis is the check that would have cost weeks if it had gone the other way
Mid NovemberNotarized passport copy, certified translation, and the authorization signed and certified, in one morningDone while waiting for the book, not after it arrives
Around 19 NovemberThe employer’s 14 working days expire and the closed book comes backArticle 48, Clause 3 of the Labor Code 2019
Within daysShe submits a complete file and keeps the receiptThe 7 working day clock starts here and nowhere earlier
Early DecemberPayment lands, ten days before the flightTotal elapsed: about five weeks

Change one thing in that sequence and the picture changes with it. Move her flight to 20 November and she leaves before the book returns, which is survivable because the authorization was already signed. Skip the authorization and the same departure costs her four to eight weeks at a consulate. Skip the record check and a second Social Insurance number surfaces in week five, after the notarization has already been paid for.

This article answers how long the claim takes. If what you actually need is a task list against a flight date, that is a different question and the 60-day plan before you leave Vietnam answers it, fortnight by fortnight. Use this one to set expectations and that one to schedule.

One boundary worth stating, since readers arrive here with it: this covers the one-time payment for a foreign employee whose insured employment has ended. It does not cover pension claims, and it does not cover the separate question of whether the amount is worth claiming at all, which depends on the contribution rates and salary cap covered in the guide to Social Insurance contribution rates for foreigners.

What to do this week

Pull your contribution record, then send HR a dated reference to the 14 working day duty. Those two actions, taken in the first week, decide whether your claim runs to four weeks or to four months. How long it takes to withdraw Social Insurance in Vietnam is mostly a question about your own first fortnight, not about the office at the end.
