On July 1, 2023, Decree No. 13/2023/ND-CP ("Decree 13") on personal data protection officially took effect and set many obligations for businesses regarding personal data protection such as developing documents, internal regulations, preparing and submitting data processing impact assessment records to the Ministry of Public Security, etc. However, currently, very few businesses have completed this work. According to the survey, one of the difficulties that businesses face is that Decree 13 still has many unclear regulations, no detailed guidance documents on procedures and lack of practical examples for reference.
